HEALTH AND MIGRATION:
RIGHT TO HEALTH FOR ALL

In 2019, we called on the Government to modify the Royal Decree Law 7/18 passed by the Spanish Socialist Workers´ Party (PSOE)  in 2018, which continues to exclude numerous migrants in Spain, including pregnant women, children and older asylum seekers. Our objective remains the same: that the Government of Spain does everything necessary to guarantee access to the National Health System, under the same conditions, to all people who are in the Spanish State.

WE DEMAND A GOVERNMENT REGULATION THAT ENSURES A FULLY UNIVERSAL HEALTHCARE SYSTEM

In February, more than 300 civil society organisations drafted a letter to the then Minister of Health, María Luisa Carcedo, asking for the approval of a regulation that would plug the existing gaps in the Royal Decree Law 7/2018. The RDL, approved by the PSOE, which heralded the return of universal healthcare in Spain, continued to exclude numerous migrants in Spain, including pregnant women and children who could not fulfil the minimum requirement of a three-month stay in the country, or older refugees who were seeking asylum.

WE OPPOSE THE RULING OF THE SUPREME COURT

In June, the Supreme Court passed a sentence that denied free access to healthcare to a Cuban woman legally reunited with her daughter, a Spanish resident. Along with 300 organisations of the Network Against and Resistance to Royal Decree-Law 16/2012 (REDER in Spanish), we expressed our opposition to the ruling and given that Royal Decree 7/2018 does not guarantee healthcare to all who reside in Spain, we urged the new Government formed by the PSOE to take measures to correct the loopholes in the Royal Decree-Law, by reforming the Immigration Law and ensuring a true and universal access to the right to health.

WE PROTESTED IN FRONT OF THE CONGRESS TO DEMAND SOLUTIONS FOR AN “UNPRECEDENTED” SOCIAL AND ENVIRONMENTAL CRISIS

Representatives of more than 500 social organisations from different fields who were members of the Polétika (Politics+ Ethics) platform staged a protest at the entrance to the Congress to denounce the current paralysis and to request political parties “to work for a more sustainable and equal nation” and one that would respond, among other issues, to the climate emergency, the problem of gender violence, extreme social vulnerability, child poverty, healthcare exclusions and increasing drug prices, and youth unemployment.

WE STAGED A PROTEST IN FRONT OF THE MINISTRY OF HEALTH, DEMANDING THE RIGHT TO HEALTH FOR ALL PERSONS

One year after the implementation of Royal Decree Law 7/2018 and faced with continued cases of exclusion from the healthcare system, numerous civil society organisations made an urgent appeal to the Spanish Government for a new integral regulation that would ensure access to the health system in equal conditions to all who live in Spain, without any distinction whatsoever. This was done by means of a letter to the Minister of Health and with the reading aloud of a manifesto at a protest on the premises of the Ministry of Health, where we built a human wall that represented the difficulties faced by many people on a daily basis, which was then brought down by various migrants who had been excluded from the Healthcare System, and had previously shared their experiences with us.
